I would say that art is a form of communication only if the artist is trying to communicate something. I would also say that art can communicate something even if the artist was not intending the work to communicate. This is one of the beautiful things about art is that the viewer is intitled to experience it which ever way he/she chooses too. Of course there are those artists who try to communicate something but the message is lost to the viewer because of various factors whether it be because the viewer is uneducated in the arts or maybe the artist is not conveying his/her ideas in a way that the viewer can properly connect to.

As far as communication as a form of art i would definitely say that it can be considered art. Of course here i would say is where a strong conceptual idea would need to come into play. I would also think that when conveying a form of communication as art the artist would really have to consider his/her audience. If the ideas become to conceptual, if there is such a thing, then the ideas could easily be lost by the audience thereby defeating the purpose of communication.
